Brakes r fine. they work even if it has no batteries. i've tested them.
They are talking the emergency break-away system - which will require a battery to operate as your trailer is not connected to your vehicle anymore and is running loose down the highway.
If you think you don't need a battery for this, you should get rid of this trailer ASAP. While I think there are too many frivolous lawsuits in this country, in the event your trailer broke away and you had no battery, every lawsuit against you would be justified - plus jail time for manslaughter if someone were to be killed by this action.
