My new house has a curbside sewer for storm water right by my drive way. This is a public sewer and not connected to my house. I'm guessing its illegal to dump my gray water in there? Any one know for sure?

You MUST be joking?
The correct and only answer is ILLEGAL.
Not only is it a bad idea it is pretty much not legal anywhere unless you are in a third world country and event there they may have rules against it.
Your curbside sewer is NOT PROCESSED at all it is only there to provide drainage for the ROADS. Dumping RAW sewage into the curbside sewers can spread diseases, smells bad and is a terrible idea.
The ONLY place it is legal to "dump" your tanks is what is known as a SANITARY sewer or septic system which services your TOILETS in your home.
Curbside sewers and sanitary sewers may at one time been connected together but was recognized as a bad thing since the sewage treatment plants may not be able to handle the extra run off from storms. Therefore modern day sewage systems are separate..
