The ONLY time I think it would be allowed is during your brand new tank sterilization process. The grey and black tanks have NEVER been used and you fill your fresh water tank w/ a mixture of bleach water and you run it through your lines. That's the only time I ever dumped into the gutter in front of my house and I let the valve open after it was dark outside. I'd have been embarrassed to let the tank open during daylight hours.
