Uhaul is not the right place to take NEW propane cylinders (cylinders that never have been filled).
Did they place cylinder on a scale while filling?
If not, they SHOULD HAVE, many places skip this important step and hence the reason as to why OPD valves are required now days to prevent overfilling.
I would suggest pulling one and place it on a scale.
a 20 lb cylinder when full should weigh about 38 lbs.
Empty it should be about 18-19 lbs..
Brand new cylinders MUST be "purged" of air for the first fill, failure to purge will result in virtually no propane entering the cylinder which results in the symptoms you describe..
