Can't figure out scare lights

Having been out camping the last three weekends, it seems that people leaving their scare lights on ALL night long is becoming the norm. Had I had the initiative or energy to politely ask those doing so to turn them off, that would have been all I did each weekend!

I personally hate these lights, really any lights in a campground. Carry a flashlight to see where you're walking - don't turn on a flood light so everyone can see!
