Lowering the power by reducing the the fuel delivery will most likely cause the engine to produce less horsepower hours per gallon. If you don't need the power then lowering the power by reducing the engine size will gain you fuel efficiency.

A turbo diesel engine can effectively be made smaller and more fuel efficient by increasing the compression ratio, reducing the size of the turbo and leaving the displacement alone. A 210 HP 7.3 is designed to pump much less air and is therefore a much smaller engine than a 500 HP 6.7 turbo diesel engine. I would expect the Ford 7.3 to be able to get better fuel economy pulling a small 5th wheel than the new 6.7 would get pulling the same trailer....especially if the 7.3 had a modern high pressure common rail computerized fuel system installed.
