It may. you could take a bunch of measurements, use some physics calculations to figure out how much it will reduce tongue weight. In about the same amount of time you could actually weigh the tongue before and after and not have to worry about goofed calculations.
Since the distance from the axle to tongue is usually longer than axle to bumper, it likely won't reduce tongue weight by 230lbs, but it could be 100-150lbs. In any event you want to make sure you don't go below around 12% tongue weight.
