We had a similar problem. I was hauling all the jacks and power cables and what-not in the front locker of the trailer and tongue weight was almost 14%.
Our trailer came with one of those fold-down cargo racks on the bumper that weighed 70 lbs by itself. I took that off and sold it, and mounted two of the biggest toolboxes Lowes had on the back bumper of the trailer and moved most of the front locker stuff to the back. Now we are about 12.5-13% tongue weight.
PS - I salvaged a damaged aluminum extension ladder and mounted it across the frame behind the rear wheels and mounted my waste water tote under the trailer, tucked between the frame rails and up almost against the trailer floor. One side of the ladder pivots and the other side latches, so if I need the tote I take one bolt off and drop one side of the ladder and the tote just rolls out.
