Controller, wiring, panel brackets and 150W panel for $200? Yep, pretty easy these days. Installation is going to be about the same or easier than a new heater, either you do it or pay for it. No gas lines to deal with for one thing. With lots of overcast and cold temps, it might not keep up - but he lives in LA, is going to be driving a lot each day also. I think that's going to keep up - I would leave the generator at home myself. It's noisy, it stinks, and it takes up a lot of space. As I said an alternative view.
