Instead of creating laws for an environment where the poor and middle class can survive, California's policies, taxes, and regulations are making the cost of living so high that it hard to make a living unless you are wealthy. As the cost of living goes up, so does the poverty line. So yes, they are essentially forcing the poor and middle class out of their state by creating an environment they cannot live in.
