City water filling fresh tank

there should be two check valves, one on the city water between the outside water connection and the main supply lines, and another in the pump itself or between the pump and the main supply lines. sounds like the city water connection is backfeeding through the water pump due to bad check valves in it. which would also give you low pressure when running off the freshwater tank too..
