It is also possible that a little bit of rubbish has gotten caught in the check valve on the pump. Since it is a new pump, this is more likely than that the valve is faulty. Try shutting off the city water, turning on the pump, and running a little water out of one of the spigots. A bit o' crud might vacate that check valve and restore normal operation.
