A clock spring has a ribbon of wire inside it that allows the steering wheel to be turned while still keeping contact with the connections. when a wire is flexed too many times it will break. they are a very common failure on some manuf. cars. I know for a fact Chrysler had many failures, and some were recalled! they are easy to replace. Disconnect the battery, remove the steering wheel, and the shroud around the column. and remove the clock spring. some are clipped in others are held in place with screws.
