If you want a two door truck you could squeak into a brand new Ram 1500 for that budget. 17 mpg city, 25 highway. Towing capacity 4800 with 3.21 axle or 7,300 with 3.55. That's the Pentastar V6.
Ford and GM will be somewhere close in performance but more spendy.
I mention this because newer means better fuel economy since the newest generations of engines and transmissions hit the market. Sounds like you will drive a lot. Of course towing mpg will be less. That's true no matter what you tow with.
If you want an SUV then maybe a diesel Grand Cherokee. Not many of those to be found (used in your price).
