Yes.
I live in Florida and this time of year I have it on some of the windows in my HOUSE every morning.
It is exactly the reverse of what you have noticed in the winter time.
Water condenses on the warm, moist side of the glass.
And yes I have double pane thermal glass in those windows.
But they are BIG windows and I like it COLD at night.
Perfectly normal.
