That second truck will be a much better choice even with the 143k miles...it should last well beyond that mileage.
Do yourself a favor though, make sure and pay an independent mechanic to do the once over on it to make sure a previous owner didn't monkey with it or let maintenance go. Having that data is also useful as a bargaining tool in the event it is uncovered that something minor needs repair.
Per your questions about the truck stopping the trailer...each trailer should have adequate brakes that will stop the added weight of the trailer. If you are buying used, also a good idea to have the trailer brakes inspected along with the wheel bearings greased. Equally important is making sure the brake controller is set correctly. Given all that, either truck will safely stop the trailer.
Now, exhaust braking is different.
