Definitely needs a circuit tester to verify that the post is wired correctly and a multimeter to measure voltage. I would do it sooner rather than later.
A mis-wired pedestal could be dangerous to your father. Low voltage at the park could ruin many pieces of his trailer including the air conditioner.
