I have used a propane torch on heavy gauge wire before, but it is hard to not get heat crawl up the wire and melt the insulation without using some kind of heat clamp. I worried about vibration in mobile applications breaking a solder joint which is why you see many connections like this mechanically linked.
The hybrid neoprene insulation on the welding cable is basically unaffected by the heat from the torch when soldering Welding cable sheath material has to stand up to heat and abrasion...it's welding cable after all.
Even if it gets a little crusty, that's what the heat shrink is for :)
