We know the CC works without the trailer plugged in. Disconnect the trailer brake controller, with trailer plugged in, (safe area) and take it for a spin and see if the CC works.

If the CC still doesn't work, then you have narrowed it down to the trailer. CC works, you have narrowed it down to the brake controller.
