The pic is the Ford OEM FW prep pkg. If you have similar size caps covering the pucks, it could be same system, but installed by original owner. If half inch size holes with/without plugs, may be for rails, from previous installed hitch. Are there marks on the bed surface, indicating rails mounted side to side? If so, may be brackets under bed, still attached to the frame. Add a pic of top of bed, and under bed when you can.
