There's nothing wrong with that rig. Back in the day, everyone used full-size cars to tow large trailers.
That's a Crown Vic, full size full frame, with as strong a powertrain and better brakes than the big Olds Vista Cruiser wagons and Chevy Impalas everyone towed with way back when.
Setting a truck camper on a flatbed isn't uncommon and it works great.
You get a porch and lots of room to carry stuff. Judging by the surfboard, it's probably a young guy who hasn't got the budget for a zillion dollar truck and RV. He's out there getting it done and probably having more fun than most of us.
