First thing to know about trailer tires is you want to see an "ST" (specialty (trailer) tire) or "LT" (light truck tire) on the side wall. If not, it is a passenger car tire, not suitable for a trailer.
Both the tire load letter and "ply" rating are hold overs from a number of years ago. The most accurate measure of a tire load capacity is the value printed on the side wall which is always at maximum pressure.
Being able to hold higher pressure DOES mean being able to carry a higher load.
