Not necessarily true. Some folks have a difficult time removing the very heavy drawbar that's associated with a lot of WDH systems. Maybe no problem for a 25 year old weight lifter but might be more of a problem for 75 year old with a bad back.
And I wonder how many of these "laws" are really laws vs simple urban legends that have gained a following thru constant retelling. I know that a lot of times people read laws that apply to commercial vehicles and try to translate those same laws to recreational towing.
Having said that, it just makes sense to cross the chains if possible. Both the TTs I've owned had the chains welded to a single point on the TT so crossing would not be possible.
