As far as I know they all are!
My safety chains are connected right under the coupler on the same piece of round bar. I personally don't even think it would hold up under a hitch failure. I think it would get ripped right off! I still cross them even though it serves no helpful purpose on my particular trailer.
As far as the hitch goes. Mine always comes out when not in use. I've seen plenty of totaled out trucks because there was a hitch in the receiver and a rear end impact bent the frame! Leaving it in is either being lazy or proving to people that you tow something!
And yes in a tight parking lot a WD hitch head sticks out far enough to walk into, even back into if it's tight enough!
