Having said that, I drive with mine on all the time and many of those km's have been in BC. I've never been questioned about it.
When I went across the ferry at Nakusp they checked that it was off for the ferry crossing but had no comment about it being on when I got there.
I do not see in the article where they quoted the supposed law and one of their references informs rv users to turn off their engine and propane appliances prior to refuelling, which to me would indicate that it is OK to have the propane on while driving.
I use to turn it off, but for the last 10 years have left it on. BC and Washington state ferries always check that you have it turned off, so they are assuming you are driving with it on.
