dodge 3500 cummins clutch fan engages on flat with no load

I've had this 2003 for just a month, still figuring things out. With the AC on, running empty on flat ground at 60mph the temp rises to about 210 and the clutch fan engages until the temp drops. ...

At highway speed w/AC and no load your fan should not kick. EVER.
There's something going on and I agree with the others that said to start by replacing the stat - use Cummins ONLY. If you use a Stant, etc it will not flow right and you will have heat issues under load.
Also check your water pump pulley for looseness or wetness at the bottom. Replace if evidence of either exists.
