dodge 3500 cummins clutch fan engages on flat with no load

I would recommend washing the radiator and A/C condenser with a garden hose, and perhaps something like Simple Green.

Don't worry about the clutch bringing the fan to full speed on a hot day.

While towing it will happen much more often.
