dodge 3500 cummins clutch fan engages on flat with no load

I've had this 2003 for just a month, still figuring things out. With the AC on, running empty on flat ground at 60mph the temp rises to about 210 and the clutch fan engages until the temp drops. ...

Ok, changed the thermostat and on a short test drive it appears the problem is not fixed. I ran it hard in 5th gear, (six speed) and it bounced up to 204.

So I guess we are talking about the radiator? Flush or replace?

Suggestions for flush?
