dodge 3500 cummins clutch fan engages on flat with no load

I've had this 2003 for just a month, still figuring things out. With the AC on, running empty on flat ground at 60mph the temp rises to about 210 and the clutch fan engages until the temp drops. ...

Well it's only been 24 hours kicking this question around and as soon as I get two minutes to rub together I will change the thermostat.

But I'm a geek, I can't stand to just know a little bit about a given thing and I don't replace parts without a full understanding of how that part fits into a system.
