dodge 3500 cummins clutch fan engages on flat with no load

re: drain and flush ... my radiator (pic above) drain and flush looked good, too. The tubes where mostly plugged up and only when I used the light down the neck could I see how bad it was. As noted above, an I/R temp gun would have exposed the cool spots all across the front of it.
