I think it would depend on the manufacture but I know a few manufacturers indicate that is until the meter reads zero. Apparently EV’s have a small reserve past that but I wouldn’t know from personal experience. I think the lowest we have gone is 18 percent on the meter. We tend to travel on the top 2/3 of the battery. No drama that way.
