That is all correct but they are still common rail, albeit 3rd generation, to this day.
My '97 (2nd gen) was not a common rail, but my '07 (3rd gen) is. ... that is, as I understand it. The '97 was the lower pressure injection system, and I believe that's the discriminator that came with the "common rail" designation - higher rail pressure and different fuel pump system - P1700 pressure pump on early 2nd gen, vs VP44 high pressure pump on late 2nd gen ... so even within the "generations" there were major difference.
The 98.5 to 2002 24V's are not a common rail. The VP-44 injection pump mechanically supplies fuel individually to each of the 6 injectors.

UP to 1998 = 12V
Sub cat to 1993 = Rotary Pumped/12V
Sub cat 1994 to 1998 = P-Pumped/12V
1998.5 to 2002 = 24V (Door marking noted 24V Cummins)
2003 to 2007 = Common Rail
