Domectic Duo Therm Penguin not operating properly?

I just installed a Penguin 11k BTU on my camper to gain some extra inches to be able to get it under the rv spot without hitting it. The problem I am having with the unit is on cool and tempature set...

That is interesting because the manual even speaks of the fan running continously. I will have to do some experimenting to see if it will restart after it does it cycle. If it makes any difference I am not using a thermostat to control not sure if you are.
