Going thru Bryants I 'think' the part your describing 'flame failure device regulator'. #21 on the parts diagram? Diagram Map is whacked-most of the part links are shifted left (to find #21 I had cursor between 12 & 13). Getting the number I searched to verify because the actual parts listing dont have pictures of the part.
One of the collaborating sites ended up at was thru Laurelhurst. Which they also (better complete diagram & parts list) showed same part number,

That said, from your description and trouble shooting guide sections 7.4 & 7.5 linked from Bryants, my "guess" it is either the thermocouple or safety valve it self. Thermos always suspect (and cheap trial) but if consistently shows generating voltage Id lean toward the valve. (Though within spec, 14-30mv at 22mv could be not enough to hold valve open?) My $50 guess using your money.
Doubtful valve serviceable-didnt see any testing other than connecting good thermo to it (like a resistance number?).
Suppose could be done with valve & thermo out of refer, heat thermo see what you can see...the seeming intermittent part is puzzling. The non serviceable built in filter on the thermostat/control gives me pause.
