You should here some clicking as it tries to lite the propane. If no clicking, maybe there's an electrical problem?
I once had a bunch of soot fall onto the burner so it couldn't lite. The propane was there, the clicker was working but it just couldn't lite. Maybe there's some obstruction in yours.
X2 on clean burner. Add to that, adequate vapor pressure to the burner (should be 11" WC), proper orifice adjustment to insure proper fuel air mixture. Still no ignition? Then you have to start considering control board problem.
