What I am thinking- if one of the new batteries is a dud and you have them paralleled, the bad one is dragging the good one down.
They both came off the charger at 13.7 volts. When I tested the lead from the charge controller to the batteries they were at 13.
They still read 12.7 (on the controller) and didn't want to move the slide.
