Well, I do love electrical problems... and you have just given us the clue to to what is going on.
If "everything works when plugged in" and doesn't work when unplugged, and the batteries are known-good (are they?), then the problem is between the battery and the output of the converter. Since you have an EC950 then I'm guessing that it has a PD4045 converter? I'd suspect the issue is the 12V transfer relay inside the converter (not the 120V ATS... sorry bka0721), but you should also look for a loose connection at the converter terminals and in the leads between battery & converter. It should be easy enough to do a test; FIRST DISCONNECT AC POWER, then carefully install a jumper between the battery input terminals and the converter's 12V output terminals (pos-to-pos and neg-to-neg) to bypass the relay. I don't own a PD4045, but the panel inside yours should have terminals that look something like this:
Let us know what you find… a photo of your converter and confirmation of the model would be helpful too.

Hi Mark,
That is the exact model that I have. I am going to check all the fuses then proceed with the test you outlined. There are some other tests outlined in the manual that I will do as well.
