So the Load leash doesn't run the exhaust valves the same as a Jake and props them them open "permanently" while engine/exhaust braking to work in concert with the turbo/exhaust brake? Whereas a Jake only opens at the top of the compression stroke momentarily, but with a "free flowing" exhaust path out of the engine? (No vgt or exh brake downstream)

I agree, I've never come across a situation where, around 20klbs gross and a conventional turbo and exh brake where I've had to use the brakes more than very lightly. Not at 14% though. Guessing more typical grades of 6-7%.
Either way, no reason to poo poo it. We're talking the best of the best light duty truck capabilities here and it appears the load leash makes the engine braking function even better. For relatively little cost comparatively speaking.
