It's because while the new(er) dpf emissions systems are more environmentally friendly supposedly, they are terribly inefficient and also troublesome more so on diesels that are not driven hard. The 08-up dpf systems dropped the avg pickup diesel fuel mileage 3-5 mpg and tend to have greater frequency of expensive or at least inconvienent break downs. I deal with that cr@p on a fleet of newer rigs almost daily where I work.
The '11 and up def systems have come a ways towards fixing those problems.
Too bad that it's illegal. A lot of things that are stupid are legal and this is one of them.
