Since they are considered "hazard" flashers, if I'm driving in a way that presents a hazard to other traffic, I'll turn them on. I'm pretty sure that any cop will prefer that to having to deal with a rear end collision caused by not doing anything to warn overtaking traffic that I'm not going anywhere near the speed limit. This isn't something I'll do if I'm just 10 or 20 under, but if I had to drive at 30 on the freeway for a ways (until the next exit), you can bet my flashers will be on.
Also if in fog thick enough to require a significant slowdown, I'll turn them on and hope that I'm seen before I get creamed from behind. Too many people drive in restricted visibility like they have x-ray vision.
