As to the OP if you feel this driver is endangering the motoring public call the police as directed to do by the Highway Patrol. As far as calling someone an "idiot" for doing so you may be looking in a mirror. If this was a one time deal than fine no need to call the police. But this has been going on for three weeks so if his brake lights do not work this person needs to get them fixed or stop driving the truck period!
I have turned on my four ways during heavy rain, fog or snow and coming up on a traffic jam. If I were pulled over I would ask them why they use their flashers? It is to be seen and in heavy rain, fog or snow it is very hard to see the vehicle in front of you. But then I also do not drive like a madman in those conditions either.
