If I'm driving in monsoon rain, and I'm afraid of people not being able to see me, I'd rather park under an overpass - with flashers on, rather than crawl along with flashers on - which are illegal in FL no matter what your excuse is.
If conditions make it hazardous for driving, or your driving skills aren't what they used to be, then you need to stop driving - flashers don't make it/you any less hazardous.
I really find it hard to believe that a police officer told someone to call 911 when they see this though.... Even if he did, then I'd be skeptical of his knowledge, and wouldn't do it anyway.
