Tire manufacturers rate the tire pressure to be that needed for the tire to carry its maximum rated load. They don't know what vehicle it is on or what it will be carrying.
OTOH the vehicle Manufacturer knows those numbers and lists the tire pressures needed for when the truck is loaded to GVWR.
IOW the vehicle label over-rides the tire sidewall.
Your friend using 65psi is NOT stressing the tires, they do not need to be inflated to 80psi UNLESS they are carrying their maximum rated load.
