The old equation still holds true for diesels.
Cummins will need to do some major changes to the next gen 6.7L to catch up. However, I doubt they will do as much as GM did on the Dmax. When I worked there, reliability and efficiency took precedent over power. They didn't like using new things until they were proven for many years (unless they were forced to by the EPA). Luckily for those that want those power numbers, they easily be had on the aftermarket without spending a fortune.
