I am not saying you are wrong, but I could have swore that one of the tuners on the Cummins Forum said it doesn't lock up in gears 2 and 3 while accelerating. From what I remember, he said it is only on deceleration while the exhaust brake is being used that it locked up in those gears just like the 68RFE.
I know it locks when accelerating because that is the spot that I don't like on my trans towing heavy. When I take off it shifts to second pretty quickly. It then locks up and if I don't give it quite of bit of fuel it will go to third and stay locked. Second to third is a big jump and a lot of times won't get the job done. So when I take off I will mash the go pedal pretty hard until I get into 3rd then back down.
Believe me, it locks in 2nd-6th.
Mine locks in 2-6 also, you can feel it. What weights are you having issues with? Are you in TH? I have ZERO issues with the 2-3 shift or any others. I am running 33K combined and at times 35,300#.
As far as torque limiting I really don't know. I have read you get full power 3rd and up.
My AISIN and my 11 HO with 68RFE BOTH lock 2-6 gears.
