As you say, 2nd and 3rd gears do lock and the exhaust brake comes on to maintain speed on the downhill. Also first gear is never locked and there's no exhaust brake as a result.
EDIT: Or ar you talking about a hard acceleration through gears rather than a long pull in a single gear?
I am talking about hard acceleration and normal driving unloaded/light towing. I monitor when the TCC is locked with my Edge Insight and it shows a "lock" symbol next to the gear indicator like the pic below. This symbol only appears when it is fully locked, and does not when partially locked. When I data log, the TCC mainly is partially or not locked in these lower gears under these circumstances while fully locks almost instantly in 4th and above.
While towing heavy and in a gear for an extended period, it will lock up in these gears. I guess I should have clarified myself.
