More often than not those decisions are due to cost and vehicle availability. The department I work for has a pretty even mix of Ford and GM for staff vehicles with a couple of Chrysler products thrown in. Our ambulances are all Fords, but our next ones will likely be Duramax powered GMs, since they are the only diesel van based cab and chassis that meets the specs we need for our ambulances.
Local PD replaced their Crown Vics with Dodge Chargers, and now Ford Explorers. PD in the adjoining city is going with the Chevy Caprice. I'm surprised to not see more AWD Ecoboost Tauruses. Maybe they are a little too small.
