Ford sure did, since in the mid-80s the Mustang GT was one of the few cars on the road that were actually fast. Fast cars are a dime a dozen today, even a V6 Camry can beat those mid 80s pursuit cars. And for the thread's viewing pleasure, here's a link to a test involving various police vehicles.

Last year I did talk with a DPS officer who was driving a new Dodge Charger and asked him how he liked his new car compared to his old Crown Vic. His comments was the new car was faster, but the ride was too harsh and the seats were too hard for his liking.
