To answer the other part of your question - yes, you can plug into a regular household outlet for power (20A or 15A service) with an adapter. However, you probably won't be able to run the air conditioner, and (as you found out) you can't plug into a GFCI outlet.
Before plugging into an outlet, even one in your home, I strongly recommend using a tester.

My 2004 trailer has three GFCI receptacles. One near the sink area, one in the bath room area, and one at the bedroom sink area. These receptacles have push buttons on the center of them. You can see where one is tripped. The way the GCFI circuits are wired one tripped GFCI receptacle will cause several 120VAC receptacle to lose power down the leg.

When plugged into home garage 20A 120VAC receptacles insure all three wire connections on the RV30A-15A Adapter are being made. The trailer requires all three wires being hooked up. (HOT-NEUTRAL-GROUND)

I recently beat my brains in looking for the GFCI receptacle in my TT only to finally find it in the entertainment center cabinet behind the TV. I had to pull the TV half way out and turn it sideways to see the receptacle. I can think of no earthly reason for a GFCI in the entertainment center.

You probably a tripped GFCI outlet somewhere in the trailer. It could be outside, in the bathroom, on a storage bay, near the kitchen sink. There's no way a 1999 RV does not have a GFCI to keep you from getting shocked/killed, you just have to find it.

Also I second the question, what do you mean by partial power? half the outlets work, only half of each outlet works, only 60v at the outlets?

What does "partial power" mean? Low voltage, some work-some don't,????

Are "plug-ins" things that are plugged into receptacles?

It must have either GCI receptacles or a GFCI breaker.
Microwave and AC units normally are on dedicated circuits and do not operate through GFCI devices.
Look around the galley and head for GFCI receptacles. Look in the 120 volt AC panel for odd looking breaker that normally have a yellow button.

Disregard my previous answer, I was typing when you replied stating that the trailer has no GFI plugs.

If you have GFI plugs in the trailer, and you hooked-up to a GFI plug at the house, you may have a grounding issue between the two of them.

My generator has a built-in GFI that needs to be disabled (removal of a wire) when powering a circuit with it's own GFI. So when I power my house from the generator, I can not run any house circuits with GFI's unless I remove that GFI wire on the generator, otherwise it "pops" the
GFI instantly.
