Part of it is that the Bolt is just not as good of an electrical car as the Tesla. I have a relative that owns one and he lives at the top of a 1,500ft hill which he has to descend to go anywhere. Because the Bolt won't stop the charging process until it is full he always leaves the house with a full charge and has to ride his brakes down the hill instead of using regen. So he is basically buying electricity to wear out his brakes. Also, if you can avoid 100% charge or discharge the battery lasts much longer so he doesn't have that option either. My son always programs his Tesla to stop at 80% unless he plans to make a long trip. Even at only 80% it still has more range than the Bolt at 100%.
The newest versions allow user selectable 40% to 100%.

I speculate about 90% on the Tesla is 100% on the Bolt. Tesla has always allowed more capacity use at the top end and hence the selectable charge level from the very beginning.
